Jeffrey Bulkley is the director of the University Testing Center, where he plans, implements, and directs innovative programs. Supervising testing office personnel, he oversees and administers the operations of the center.

Jeff has been with the University of Oregon since 2018. He works with staff and faculty members from across campus and the community to administer various examinations and certifications. Jeff is an active member of the National College Testing Association and has served on several working groups researching online proctoring methods and practices. Prior to working at the UO, Jeff was the testing manager for Oregon State University E-campus. While there, he coordinated the secure administration of online and paper exams for all their online programs.

Jeff holds an master of fine arts from California State University, Long Beach, and has danced professionally in St. Louis, San Diego, Los Angeles, and Eugene. When not working, Jeff enjoys reading scary books, playing board games, and spending time with his wife and children.
